Naval Electronic Engineer with a Master's Degree in Business Administration. Officer of the National Navy, in active service for twenty-four (24) years, passed on his own initiative to the Active Reserve at the rank of Frigate Captain in 2015. He was Chief of Logistics and Protocol for three (3) First Ladies of Colombia and a Minister of Defense. Subsequently, he worked four (4) years in the Ministry of Foreign Affairs where he was Consul in the tri-state area of New York and Acting Consul General in New Jersey.

He currently works from the private sector in the daily construction of a better society, as a mentor to people and companies in their upgrade and digital transformation, from BCPartners Tech, Brooklyn2Bogota Digital Transformation Community, and the Americas Institute for Cybersecurity Leadership, AICL, Author of the book "Manual of Protocol and Digital Etiquette".

He is a Lead Mentor of the Women Tech Incubator of the Bogota Chamber of Commerce.

Award-winning women-in-tech advocate. Latinapreneur with over nine years of hands-on experience in data and technology-driven platforms & 25+ in Executive roles. Spatial Computing expert and developer. Co-Founder at XR Americas, BCPartners Tech, Brooklyn2Bogota Digital transformation community, and Co-creator of the 4 Dimensional Quotient guide.

Rosario has been a member of the Advisory Board of SXSW Pitch, Rally Innovation, XR In Learning, The World Innovation Network - TWIN, and the Board of Directors of Artizen Premium VR Grant. In addition, she has been a Business Mentor at New York University's Tandon School of Engineering, WE NYC program, Women.nyc network, Founder Institute, Harvard Ventures, One Rise, and Mentor Makers of Nasdaq.

In 2017 she was named one of the 100 World Disruptors in New York City by the World Summit on Innovation and Entrepreneurship; in 2019, she was named "Legendary Women 2020" by the Ford Motor Company and selected by the OBO Movement as one of the 100 Innovators 2020. Her journey is part of the books "Hispanic Stars rising: the new face of power" and "Behind Her Vision: Women of New York City."
